<p align="center"><strong><em><span style="font-size:14pt;">The </span></em></strong><strong><em><span style="font-size:14pt;">U.S.</span></em></strong><strong><em><span style="font-size:14pt;"> government now outsources a vast portion of its spying operations to private firms &#8212; <span style="color:red;">with zero public <a href="http://www.publicintegrity.org/default.aspx" target="_blank">accountability</a></span></span>.</em></strong></p>
<p><!-- ends article_photo_right -->More than five years into the global &#8220;<a href="http://www.witness.org/index.php?option=com_rightsalert&amp;Itemid=178&amp;task=view&amp;alert_id=49&amp;gclid=CPWbhKaTz4wCFQgSgQod3hHBqg">war on terror</a>,&#8221; <span style="color:#993300;">spying has become one of the fastest-growing </span><a href="http://www.democraticunderground.com/discuss/duboard.php?az=view_all&amp;address=114x25343" target="_blank"><span style="color:red;">private industries</span></a><span style="color:#993300;"> in the </span><span style="color:#993300;">United States</span><span style="color:#993300;">.</span> The federal government relies more than ever on outsourcing for some of its most sensitive work, though it has kept <span style="color:#993300;">details about its use of <a href="http://www.sourcewatch.org/index.php?title=Private_Military_Corporations">private contractors</a> a closely guarded secret</span>. Intelligence experts, and even the government itself, have warned of a <span style="color:red;">critical lack of oversight</span> for the booming intelligence business.</p>
<p>On May 14, at an industry conference in Colorado sponsored by the <a href="http://www.dia.mil/">Defense Intelligence Agency</a>, the <span style="color:#993300;">U.S.</span><span style="color:#993300;"> government revealed for the first time how much of its classified intelligence budget is spent on private contracts: a whopping 70 percent.</span> Based on this year’s estimated budget of at least $48 billion, that would come to at least $34 billion in contracts. The figure was disclosed by <a href="http://www.everett.house.gov/">Terri Everett</a>, a senior procurement executive in the <a href="http://www.dni.gov/">Office of the Director of National Intelligence</a>, the agency established by Congress in 2004 to oversee the 16 agencies that make up the U.S. intelligence infrastructure. A copy of Everett&#8217;s unclassified PowerPoint slide presentation, titled <a href="http://www.dia.mil/contracting/briefs/Tuesday%20GeneralSession%201130%20Everett.ppt" target="_blank">&#8220;Procuring the Future&#8221;</a> and dated May 25, was obtained by Salon. (It has since become available on the DIA&#8217;s Web site.) <span style="color:red;">&#8220;We can&#8217;t spy &#8230; If we can&#8217;t buy!&#8221; </span>one of the slides proclaims, underscoring the enormous dependence of U.S. intelligence agencies on private sector contracts.</p>
<p>The DNI figures show that the aggregate number of private contracts awarded by intelligence agencies rose by about 38 percent from the mid-1990s to 2005. But the surge in outsourcing has been far more dramatic measured in dollars: <span style="color:#993300;">Over the same period of time, the total value of intelligence contracts more than doubled, from about $18 billion in 1995 to about $42 billion in 2005</span>.</p>
<p>&#8220;Those numbers are startling,&#8221; said <a href="http://www.fas.org/sgp/aftergood.html">Steven Aftergood</a>, the director of the <a href="http://www.fas.org/sgp/">Project on Government Secrecy at the Federation of American Scientists</a> and an expert on the U.S. intelligence budget. &#8220;They represent a transformation of the Cold War intelligence bureaucracy into something new and different that is literally dominated by contractor interests.&#8221;</p>
<p>The explosion in <a href="http://dir.salon.com/topics/outsourcing/">outsourcing</a> has taken place against a backdrop of intelligence failures for which the Bush administration has been hammered by critics, from Saddam Hussein&#8217;s fictional weapons of mass destruction to abusive interrogations that have involved employees of private contractors operating <a href="http://www.salon.com/news/feature/2006/03/31/big_steve/">in Iraq,</a> <a href="https://www.cia.gov/news-information/press-releases-statements/press-release-archive-2006/pr08172006.htm" target="_blank">Afghanistan</a> and <a href="http://www.washingtonpost.com/wp-dyn/content/article/2007/01/03/AR2007010301759_pf.html" target="_blank">Guantánamo Bay, Cuba.</a> <span> </span>Aftergood and other experts also warn that the <span style="color:#993300;">lack of transparency</span> creates conditions ripe for corruption.</p>
<p class="MsoNormal">Note:  Former CIA director George Tenet; now <a href="http://salon.com/news/feature/2007/05/07/tenet_money/index.html">earns millions of dollars</a> working as a director and advisor to four companies that hold contracts with U.S. intelligence agencies and do big business in Iraq and elsewhere.</p>
<p class="MsoNormal">The current top five <a href="http://edefensecontractor.rtrk.com/coupon/?scid=388911&amp;cid=77932&amp;tc=07060906492440746&amp;kw=2422382&amp;dynamic_proxy=1&amp;primary_serv=edefensecontractor-px.rtrk.com&amp;se_refer=http%253A%252F%252Fwww.google.com%252Fsearch%253Fq%253Dintelligence%252Bcontractors%25252C%252Bdefense%2526ie%253Dutf-8%2526oe%253Dutf-8%2526aq%253Dt%2526rls%253Dorg.mozilla%253Aen-US%253Aofficial%2526client%253Dfirefox-a" target="_blank">intelligence contractors</a> appear to be <a href="http://www.defenseindustrydaily.com/lockheed_martin/" target="_blank">Lockheed Martin</a>, <a href="http://www.ms.northropgrumman.com/markets/NAVSEA.html" target="_blank">Northrop Grumman</a>, <a href="http://www.saic.com/" target="_blank">SAIC</a>, <a href="http://www.generaldynamics.com/" target="_blank">General Dynamics</a> and <a href="http://www.defenseindustrydaily.com/l3_communications/" target="_blank">L-3 Communications</a>. Other major contractors include <a href="http://www.boozallen.com/capabilities/Industries/defense" target="_blank">Booz Allen Hamilton</a>, <a href="http://www.salon.com/news/feature/2006/03/31/big_steve/">CACI International,</a> <a href="http://www.drs.com/products/" target="_blank">DRS Technologies</a> and <a href="http://www.mantech.com/contracts/idiqs.asp" target="_blank">Mantech International</a>.</p>

<p class="MsoNormal" style="border:medium none;padding:0;">This week the White House made a big show of declassifying intelligence alleging that in 2005 al-Qaeda considered using Iraq as a base to launch terrorist attacks on the United States . . . the Administration is still trying to manipulate intelligence . . . Deputy National Security Advisor Elliot Abrams is behind the covert action against Iran, which reportedly stems from a &#8220;nonlethal presidential finding&#8221; signed by Bush to launch a plan that &#8220;includes a coordinated campaign of propaganda, disinformation and manipulation of Iran&#8217;s currency and international financial transactions.&#8221;</p>
<p class="MsoNormal" align="center"><em>Oh no! Not Again &#8230;</em></p>
<p style="border:1pt solid windowtext;padding:1pt 4pt;">
<p class="MsoNormal" style="border:medium none;padding:0;">Abrams was a key player in the Iran-contra fiasco, which was rooted in lousy intelligence. In case you have forgotten, a handful of confidence men convinced the Reagan NSC, along with Abrams, that they were talking to moderate Iranians, who, properly nurtured, would supposedly change the character of the Iranian regime. It was a lie; the NSC was dealing with the most radical, hostile faction in Iran, the Islamic Revolutionary Guard Corps, the same group holding our hostages in Lebanon.</p>
<p class="MsoNormal" align="center"><em>We still go along with all this … WHAT! Are we THAT lazy?</em></p>
<p style="border:1pt solid windowtext;padding:1pt 4pt;">
<p class="MsoNormal" style="border:medium none;padding:0;">&#8230; the intelligence on al-Qaeda and Iraq, it&#8217;s even flimsier &#8230; Confused? Well, that&#8217;s just the way the White House likes it. If the Bush Administration continues to feed the American people the same dog&#8217;s breakfast of bad intelligence, we&#8217;ll be in Iraq until Bush leaves office. And while we&#8217;re at it, just maybe in a war with Iran.</p>
<p class="MsoNormal"><em>The American public is SO gullible that ANY politician can make up stories and, of course, we will believe it.  We hear what we want to as long as it fits our Pre-conceived opinions.  <u>Denial is a drug</u> that </em><em>America</em><em> is addicted to, along with Viagra. What is the big deal about marijuana and cigarettes?  They only kill you a little at a time &#8211; this administration is leading this nation back to the stone age with BIG killing machines that can take out cities, states and countries.  Mother nature comes in a poor second behind the GOP killing machines.  <u>Stock up on you emergency kits now</u>, include the bullets and Viagra.  Make sure they will sustain you for at least a year &#8230; by the way, may as well learn how to make your own candles and kill your own chickens.</em></p>
