Stimulus Check Update…File Your 2007 Tax Return

Today Bush signed the economic stimulus package but there’s a catch; you better get your 2007 tax return filed or you don’t get your check.

WASHINGTON (Reuters) - Americans eligible for tax rebates of $300 to $1,200 under the new fiscal stimulus act will not receive their payments until they file a 2007 income tax return, even if they make too little to owe any taxes, the Internal Revenue Service said on Wednesday.

The tax returns will be used to determine eligibility for the rebate payments, said IRS acting commissioner Linda Stiff.

Stiff said the IRS anticipates that some 10 million to 20 million additional returns will be filed by some low-income workers, retirees on Social Security, disabled veterans and retired railroad workers that were not previously required to file.

“Even if you did not otherwise earn enough to file a return, you will need to file a tax return. You must to do so to receive a payment,” Stiff told a conference call.

The tax returns must show income of at least $3,000 in order to qualify for a $300 stimulus payment for an individual or $600 for a couple, plus $300 for each dependent child.

Social Security, Veterans Administration or other federal benefit payments can be applied toward this income level.

Most taxpayers will receive payments of $600 for an individual and $1,200 for a couple. IRS officials confirmed that the payments would not be subject to federal income taxes for the 2008 tax year.

Stiff said the IRS would engage in a “blitz” to notify Social Security recipients of the need to file a return, including mailings, public service announcements and working through social service organizations.

IRS   The U.S. Treasury’s tax collection arm also is encouraging more tax filers to select a direct deposit option to have their tax refunds automatically deposited into their bank accounts.

If they do, their stimulus payments also will be deposited electronically, and Stiff said the money would be in their accounts more than a week faster than a paper check would sent out in the mail.

Supplemental Security Income (SSI) does not count as qualifying income for the stimulus payment.

  3. It’s a good move to help stimulate the economy, but might not be enough. The investors drove the housing market to ruin and now we’re all feeling the repercussions.
    Is this stimulus amount to be paid with the refunds or seperate ? I ask because I already got my taxes file and received my refund.

    Starting in May, the Treasury will begin sending economic stimulus payments to more than 130 million individuals. The stimulus payments will go out through the late spring and summer.

    The vast majority of Americans who qualify for an economic stimulus payment will not have to do anything other than file their 2007 individual income tax return to receive their payment this year. They will not have to complete applications, file any extra forms or call the Internal Revenue Service to request the payment, which is automatic. The IRS will determine eligibility, figure the amount and issue the payment.

    Stimulus payments will be direct deposited for taxpayers selecting that option when filing their 2007 tax returns. Taxpayers who have already filed with direct deposit won’t need to do anything else to receive the stimulus payment. For taxpayers who haven’t filed their 2007 returns yet, the IRS reminds them that direct deposit is the fastest way to get both regular refunds and stimulus payments.

The tax cuts that would stimulate the economy would never pass- largely on account of the majority party caring more for politics than the good of the people. Furthermore, the beloved Obama (as well as Billary) would cast this as more “tax cuts for the rich” (rich can be defined as any single person making greater than $29000p/y …apparently) creating a virtual bloodbath for this election cycle. Christopher, you should probably hold on to that extra $300. You may need it when Barak jacks you with a 20% tax hike… or you can send it to me to compensate for future loses :) He may be great at saying nothing, but its the little bits of substance that slip through the cracks you’ve got to look out for. Raising taxes… punishing corporations and individuals for success…. more regulation… yeah, that’s a great economic stimulus plan. And also the exact opposite of everything America was supposed to be. I can’t wait to hear the outcome of that package laid at the feet of GWB.

    Do you realize that the money you will receive is an advance on your 2008 tax return. Meaning the money you get this year from the economic stimulus package will be deducted from any tax refund you would get on your 2008 taxes.

    President Theodore Roosevelt. Mr. Rockwood, you seem to know very little about history. The founding fathers didn’t believe you should agree with everything the president says or does just because he’s the president. They believed that open criticism and discussion was the best way to come up with a compromise and the only way to govern a true democratic society.

  14. I have to make-out and file a income tax form.my wife works with w.n.y.DDS as a volenter, and at their in serxvice meeting they got a 1040A to fill out to recieve their Stimulus. do we,my wife and I need to fill this 1040A form, or is our Tax form enought?

  15. hey Dick wstburg,,,,if you go to the irs’s website, according to the irs,everyone who fills out a 1040 income tax form for 2007 will qualify for a check. on the web site its pretty clear on who qualifies etc… & they break it down to your yearly income with children or without children.
    obviously youre going to get more if you have children.
    the regular tax form : 1040,,is enough to qualify.

    This is the third Bush tax check, 2001 and 2003 now 2008. Theses checks are designed to jump start a stalled economy. The last two didn’t work as expected and most people plan on sending the 2008 money to their bills and not the economy.

    Also, under Bush the Fed has cut the prime rate an historic number of times, which is not good economics. The last one was a hail Mary pass” that didn’t work.

  26. Kentucky family, the Stimulus checks will start mailing out mid to late May. After April 15, the IRS will turn its resources to calculating the rebate from the tax return you filed. I expect the calculations will be in the order they were received.

  27. I Am very sad t learn that those of us who are disabled and on SSI will not be able to get the check…We need HELP too! If I had my choice I would much rather be working but due to my condition I can’t.. Now while a lot of good people are etting extra help..we are left out..but our bills are just as high and some of us can barely make ends meet..We pay taxes too Mr Bush!!

I’m on SSDI and if you make $3,000 or more in 07′, you’ll get a $300 check if you’re single with no dependants. Also, this web sites about the stimulus check, and not about fore father, 911, christianity, Obama, Billary, etc, etc… and I agree with Ellen Hamm… luckly for me, I got out of SSI, but I see where’s she’s coming from

I’m 42.Ive seen on the tv most of my life about this country’s debt.this is it in a nutshell.Democrats raise taxes to pay our debts republicans cut taxes so we can have monies to spend.for instance carter in office gas prices are now what they were then. Ronald Reagan they drop over night to .79 a gallon.you want to stimulate this economy then prices need to drop again so the American dollar will be worth something again. ive paid taxes, i am disabled now and yes i did file for the help because its not about me wanting , its about what i have to do and that is pay bills.if prices were cut to the bone again our oil reserves opened back up and green power were more available then we could all be happy.hail mary? no. just to me seems a way to buy tax payers votes im sorry to say because im as guilty as the next person who filed for this kind of help.bc had the right ideas about deficit,Reagan had the right idea about cost but who ever we put in there will be always extreme because there is no middle ground anymore

    No apologies. It is difficult to separate the stimulus check and politics. The lack of domestic policies and numerous failed or ignored foreign policies by the current administration have caused the decline in our dollar. With the failing U.S. dollar, oil trading will only get higher. Many oil countries want to trade in Swiss francs but the Saudis won’t go for it and they will stick with the U.S. dollar which means far more profits for them.

    I do not believe that anyone who receives a stimulus check should ever feel guilty. In fact I have encouraged many who normal would not file a return to do it so they can get the stimulus check. It is unfortunate however, that the money will go to pay bills, housing and gas which is a clear statement on how bad Americans finances are.

  37. it just wouldn’t be so bad if the head’s of our government would come up with actual solutions that would benefit everyone not just the rich or people like me who are on disability.ive seen post in here talking about our founding fathers,but meanings change all of the time because of being ratified so really no one can make sense of anything, all we have is the original wording.we wouldn’t have to worry about foreign affairs if we had the ability to just do for our country meaning take a long hard look at what we are doing who it is affecting in the united states and do something about it.homelessness wouldn’t be a problem the job markets would open back up and the dollar would be worth something again.bc again had a good idea about the deficit but the wrong one about outsourcing our jobs with the fast tract to mexico.people make this country strong when you take their jobs away from them then rant about it.i do feel guilty about the stimulus check im sorry but i cant help it but our country shouldnt be in this kind of debt if we had paid it off during bc’s 8 in office.and the goverment has to spend more.. you just cant spend money you dont have i know ive gotten over draws at the bank before at 35.00 a pop so how is it the government can get away with it ?i would be going to jail if i did something as reckless as this.if government wants to help then start at home then worry about everyone else.pay taxes then when there is a surplus of monies coming in then re invest in america. thats the only way we can help our selves

  48. I filed joint return on April 14th, owed taxes, paid taxes, opted for direct deposit, my husbands SSN is Between 00 & 20 have not received check yet, I realize it’s because it was not processed by April 15th, but when CAN I expect to receive my check?

    The IRS will use the 2007 tax return to determine eligibility and calculate the basic amount of the payment. In most cases, the payment will equal the amount of tax liability on the return with a maximum amount of $600 for individuals ($1,200 for taxpayers who file a joint return) and a minimum of $300 for individuals ($600 for taxpayers who file a joint return).

    Even those who have little or no tax liability may qualify for a minimum payment of $300 ($600 if filing a joint return) if their tax return reflects $3,000 or more in qualifying income. For the purpose of the stimulus payments, qualifying income consists of earned income such as wages and net self-employment income as well as Social Security or certain Railroad Retirement benefits and veterans’ disability compensation, pension or survivors’ benefits received from the Department of Veterans Affairs in 2007. However, Supplemental Security Income (SSI) does not count as qualifying income for the stimulus payment.

    I don’t think we should blame the government for the economical turmoil we find our selves in. I think we should look at the real reason we are having trouble paying our bills, and that would be the oil companies. If they weren’t gouging us for their own personal (Selfish) gain, making billions of dollars off of us, while we slip further and further behind on bill payments, we would be able to pay our bills and buy things we want.

    They say if we don’t like the price of gas, don’t drive so much. That’s easy to say, but they just don’t understand, we must drive to make a living. We have to get to work every day, so we can pay our bills. Those of us that live in rural arias, and have to travel 20 or more miles to work and don’t have the luxury of taking the bus, must drive, regardless of the price of gas. But when gas cost more and more it makes it hard to do anything but pay for gas. They say if we don’t like the price of gas to buy a car that gets better gas mileage, I say we pay way too much for gas and can’t afford to add a car payment to the bills we already have.

    On a wider scale the cost of fuel has affected everything we buy at the store. The trucking industry has been hit hard by rising fuel costs therefore they rise their rates to everyone they deliver to. Think about it, anything you have ever bought or ever will buy was on a transfer truck at one time or another, so their costs will reflect what we pay for everything. So we as citizens are being charged double not only for gas but for food and clothing as well. All of which are necessary to survive in today’s America.

    The oil companies are holding us hostage by setting the price they want and making a fortune off of us, and they don’t care that they are ruining our economy to do it. They just see the bottom line. Good for them, bad for us. Bottom line for us: we are spending so much on gas, food and clothing and still trying to pay our bills. There is no money left to buy what we want.

    It’s hard to tell the government what to do abut the situation. I’m afraid if the government did take away the tax benefit they have been getting, the oil companies would retaliate and we would be the ones paying the price. Or if they slap them with a fine they will have to keep prices high to pay the fine. Either way for us it’s a lose lose situation. GWB is doing what he can to help us out with these stimulus checks, but ultimately the problem lies with the oil company’s lack of morals.

  55. Here in NC the Clinton administration destroyed us with NAFTA. As soon as NAFTA was signed GE went to Mexico after 50 years in Hickory, and a lot of our furniture companies went to China. Hickory NC is in the Forbes top 10 list of Cities with the worst job growth with -08%. I live near there and most of the jobs I have had were in Hickory. The Community College in Hickory has had record enrollments every year since NAFTA was signed, so many people out of jobs and retraining, then flooding the job market in other arias, makes it hard to find a job around here. NAFTA was supposed to last what, 15 years? So GWB couldn’t do anything about it even if he wanted to. In my opinion jobs won’t come back until something is done about NAFTA.

In 2005 Congress passed a law giving authority to the Federal Trade Commission (FTC) to investigate oil price gouging. However, the FTC has not been willing to investigate the oil companies. Which lead Congress last Friday, to send a letter to the FTc and demand an investigation.

    So yes, the government is responsible for oversight. Oversight has been missing during the Bush administration and the GOP lead Congress from 2000- Dec. 2005

    One of the major problems with oil companies is that they are not will to build new refiners or preform at 100%. Some Texas refineries are running at 85% since Hurricane Rita. Yesterday, one oil company executive said; “85% capacity is just fince since we are still making money”

    To me that statement is criminal.

    To clarify In 2005 the government, in the Bush administration, seeing there was a problem with oil companies gouging us, told the FTC to do a job (to investigate the oil companies). The FTC chose NOT to do said job, so the only conclusion to be made is, it is really the FTC’s fault for not doing their job. So it stands to reason we need new people in the FTC.
    I still don’t see why you blame the Bush administration, except you like to blame republicans for all our problems. I may not agree with everything the government does but it is our government right or wrong and I think we should look at where the responsibility really lies and quit making general statements about how bad the Bush administration is. I could make the general statement about how bad the Clinton administration was (and it was pretty bad), but that isn’t quite fair, so instead I tell you how one aria of the Clinton admin affected me directly. In my book NAFTA was a big mistake and Clinton himself signed it into existence, therefore, that is where the blame lies. No, I didn’t particularly like Clinton as a president, but he wasn’t all bad I suppose, I never voted for him and never would. But that’s what democracy is all about, choosing the lesser of the 2 evils.

I would love for our government to use the natural resources we have in our own country.. and bring down gas prices. food prices.. and stop selling or allowing gas to be purchased from foreigh oil companies.. what ever happend to the Alaskan Oil line that i thought 40 years ago was to help our country.. gas prices are outrageous and energy prices are awful for low income people. our government is more interested in making a dollar and making the working poor.. poorer..God Bless America.. it surely does need a blessing and that Blessing should come from our own leaders.. thru Gods direction..   62. just something to think about.this is when you pay “taxes of “any”kind.here in fl.we have the 7%sales tax now add to the fact all the people just who buy cigarettes, alcohol ,food clothes ect. well oh and the fl lottery.and also add to that the monies that we get from charging people to drive on the turn pike.im not sure every state has a general fund. but fl. lottery used to have the slogan a dollar for lottery is a dollar for education. ok i picked up one of their pamphlets and it said that it till never take care of all of them because the money goes into the general fund.now with everyone paying these day to day taxes and going into the general fund you would think if we had a natural disaster we wouldn’t need federal aid every time we’ve had a hurricane. the monies are going somewhere that the public isnt aware of or if you remember all those senators that got the slap on the wrist for writing all of those bad checks?when i said vote for the best crook in office this is exactly what i was talking about.every state on down to the local level should be accountable and jailed for misappropriation of funds.we wonder where our taxes go why were not in a better situation is why i said i cant blame a dem or rep.it is because we vote for these crooks and when you do have a crook you get what you ask for and that for them to steal you blind.it should be time for American’s to speak out and say no to lobbyist no to big corporate spending and actually find a man of the people for the people by the people to do what is right instead of pulling these losers out of a line up and say “here’s your next president.just pay the taxes get this country back on its feet then go back to what jfk said “ask not what this country ect.this way when there is an actual surplus of money the re investment in america will mean something to its citizens down to the local level.. but make everyone accountable that you vote for that is in office or have them removed .. when approval rateings go down the toilet?start impeachment again. if you lose that much confidence in your leader then its time for him or her to step down and they shouldnt whine about it like bush did when he was looking at losing before he wanted the recount.whining lol is that what were down to for leadership?

  63. we received a letter in the mail that we needed to file 2007 taxes to receive the stimulus payment. The letter included a 1040A and instructions how to file. We filled out the tax form and mailed it April 10th. According to the SSN number we should receive our stimulus payment May 9th, direct deposit. But that is IF our tax return was processed by April 15th. How can we find out if it was processed? Can’t use the where is my refund tool, as we are not receiving a refund and the tool will not allow entering zero for refund amount. The Where is My Stimulus Payment Tool said “No info available” So how can we find out if and when we will receive the stimulus payment? We need it yesterday!

  64. The IRS web page may not always post the Stimulus information.
    If you have not filed in a long time, the processing may take a little longer, because the computer must check for unpaid government debts first.
    May 9 is Friday. Don’t start worrying until your deadline has past and not deposit was made.
    If there is a deposit problem, a check will be mailed to the address you put in your return.

  70. h&r block charged me 1.00 to fill out the stimulus form, i just read but i didnt have mine to be direct deposited , was supposed to be out by today.so i hope that doesnt mean there is a hold up on the paper checks as well

  73. OK ya’ll. About the PAYOUT SCHEDULE, the published schedule is for tax returns that completed processing before April 15. The mail out date is when your check is handed to the post office, along with several tons of other checks. The post office must sort and deliver those checks. That could take all weekend and into the following week.
    As far as those checks that had to mail because of preparer intervention, the address they put on the tax returns are sometimes not accurate, The post office will not forward government checks. They will send checks back for any discrepancy.
    If you filed later than April 15, your stimulus payment will follow your refund by 2 weeks.
    Forget the schedule. Forget the famous letter … some will get it and some won’t. Most will get their letter after they get their payment.

  76. Thank you Mr. President for the Economic (aka IRS) Stimulus package. Someone please tell me how this man is still in office!! Not once in any speech he or anyone else has given did they make any mention to the fact that if you owe tax to the IRS that the IRS will take your stimulus check!!!!! Yes, it’s true! As a hardworking, law abiding, tax paying American I demand an account of just how much of this so called ECONOMIC STIMULUS mumbo-jumbo will be diverted to the good old IRS after all of the payments have been issued. How many millions of dollars will the economy never see because of this?
